2270 Cases of Violation of Child Rights in 2015

The National Commission for Protection of Child Rights has reported 2404, 3281, 3340 and 2270 cases of violation of child rights in 2012-13, 2013-14, 2014-15 and 2015-16 (till 30.06.2015) respectively. The National Commission for Women has registered 16584, 22422, 32118 and 9786 cases of violation of rights of women in 2012-13, 2013-14, 2014-15 and 2015-16 (till date) respectively. The reasons for violation of child rights include violations under the Right of Children to Free and Compulsory Education Act, 2009 and violation under the Protection of Children from Sexual Offences Act, 2012. Child rights violations are also related to displacement, violence, trafficking, etc.

Suniti Solomon, Who Woke India up to HIV Threat, Dies at 76

Dr. Suniti Solomon’s pioneering work in HIV startled the medical fraternity and pushed the government to act in 1986. Dr Solomon, then a microbiologist at Madras Medical College, and her team for the first time documented evidence of HIV infection in India. For close to three decades Dr. Solomon used science to save and make lives, and lost hers to cancer. She passed away at her residence in Chennai on July 28, 2015. She was 76, and is survived by her son Dr. Sunil Solomon. Dr. Suniti Solomon moved beyond research to set up Y R Gaitonde Centre for AIDS Research and Education (YRG CARE), a premier HIV and AIDS care and support centre, in Chennai. ‘More than the virus itself, Dr. Solomon was concerned about the stigma HIV positive people faced,’ said Dr. D Dhanikachalam, head of technical support unit, Tamil Nadu State Aids Control Society (TANSACS).

Integrated Programme: Govt to Tackle HIV/AIDS, Hepatitis, Thalassemia

The Khyber-Pakhtunkhwa government has decided to initiate an integrated programme for treating HIV and AIDS, Hepatitis and Thalassemia patients. PC-1 of the programme has been approved and Rs500 million has already been cast aside. The first-of-its-kind programme will address the aforementioned diseases under one umbrella. It will not only focus on treatment of patients but will also include awareness drives about the diseases. According to the centre at HMC, around 2,000 patients have been registered for testing positive for HIV. Dost Foundation representative Tariq said a total of 60 cases have been registered in the first seven months in 2015; majority of the patients were infected from injections and drugs.

Adoptions Set to be Faster, Easier And Cleaner

New guidelines to make the process of adoption quicker and transparent besides cutting down on red-tape have been notified, introducing a slew of changes including treating non-resident Indians on par with Indian citizens, introducing a timeframe for adoption, monitoring of adoption agencies and introducing provision of pre-adoption foster care. Among the provisions that have been introduced include putting the entire process of adoption online. A prospective parent can register online through the child adoption resource information and guidance system and check for children legally available for adoption according to age, language and other criteria. The Central Adoption Resource Authority, the nodal agency for adoption in India, has created a database of children available for adoption and has connected with adoption agencies across the country.

Sunday Rainbows: Delhi's First LGBT Flashmob Dazzles Crowd in CP

Delhi’s first queer flashmob performed to a packed audience on Sunday morning in Connaught Place. Around two dozen young people from all parts of the city came together from all over the Capital to advocate for the rights of LGBTQ (lesbian, gay, bisexual, transgender) people - none of them professional dancers - practicing for eight hours every weekend. The flashmob brought people from all the spectrum of the rainbow - gay, lesbian, bisexual, transgender - who came together to form a community. The Mumbai LGBT flash mob also inspired them. Flashmobs may be over a decade old but its impact has only started India now - with the ringing success of the CST flashmob three years. ‘Through this dance, I hope the message reaches the government that if loving someone is a crime, then the whole world is a criminal,’ says Gautam Yadav, an organiser and participant.

Gay Pride Documentaries to be Shown in Zanzibar

A documentary depicting the first two gay-pride parades in Ha Noi in 2012 and 2013, known as Viet Pride, and other compelling stories from the LGBT community, will premiere at the Zanzibar International Film Festival (ZIFF), East Africa's largest film, music and arts festival. By showcasing the life stories of gay, lesbian and transgender people in Ha Noi, the documentary shows how Viet Nam might become the first country in Asia to allow same-sex marriage. It is a colourful and varied documentary, shot in scenic Ha Noi, home of Viet Pride 2012 and 2013.

These women are either married, or have long-term relationships with men who engage in high-risk sexual behavior. These findings are contained in several reports by international organisations, among them the report called HIV Transmission in Intimate Partner Relationships in Asia. The United Nations report estimates that more than 90 percent of the 1.7 million women living with HIV in Asia got it from their husbands or partners in long-term relationships. To prevent HIV transmission among intimate partner relationships, the UNAIDS report outlines four recommendations.

Hurdles, Also at Court, For Man Seeking Sex Change

For a man in India trying to transition to being a woman, it remains a struggle against not just social stereotyping but confused or callous authorities as well. Ajay, a 31-year-old leading two separate lives - one as Ajay and another as Swati (names changed) - decided to legally blur those lines to establish a singular identity or what he calls ‘my true self’. He made his way to the Alipore district court in his hometown to file an affidavit seeking a change in his name and gender so that he could do it with his official documents. The judge refused to accept his statement. He went back for a second attempt at convincing another judge. He too seemed unaware of how to go about such a case, but accepted it after Ajay's insistence. This time, Ajay was armed with pages from the NALSA judgment, the 2012 Supreme Court ruling that recognises the right to determine and express one's gender.

Delhi Government Moves to Link 36 Hospitals, Over 10,000 Beds

The Delhi government has invited an expression of interest for a key project, the e-health information system, which was announced by Deputy Chief Minister Manish Sisodia during the Budget Session as one of the priority initiatives in the Health sector. The system will connect 36 Delhi government hospitals with over 10,000 beds, 260 dispensaries and 45 mobile health clinics, and which together treat over 1.50 crore out patient patients, 5.60 lakh admitted patients and 26.90 lakh emergency cases annually.
